OUR HISTORY
During our work in Ukraine in 2018, we initially recognised the potential benefits of deterrence in the context of the hybrid nature of threats. This perception, alongside the developments on the world stage, prompted the raison d'etre of the Deterrence Center, where deterrence is understood beyond nuclear deterrence, it is developed using multi-disciplinary knowledge and methodologies, and is applicable across the security sector.
The concept of the Deterrence Center was developed in 2019 to address the growing scale and scope of threats and their adaptability. The credo behind the evolution of the Deterrence Center was to:

-
build knowledge and understanding around the concept of deterrence and via multi-disciplinary analysis
-
advocate for capacity building
-
use deterrence strategies and tactics that can prevent developments of threats and also address complex challenges
We are a network of experts with extensive professional experience across the sector. We believe that complex modern threats should be dealt with by modern, multi-faceted solutions. We believe that deterrence is a comprehensive and pro-active approach, that overarches the current prevention efforts. Therefore we value and promote multi-disciplinary research and analysis and we seek solutions to create potent methodologies to prevent any escalations of adversarial powers that are to the detriment of peace, freedom, humanity and our environment.

We understand deterrence as the ability to effectively and eloquently manage capabilities in order to influence adversaries’ intentions, and to deter adverse actions. Our goal is to support the sector in addressing threats such as:
-
Kinetic conflict perpetuated by state actors
-
Adverse non- state actors (including terrorist organisations)
-
CBRN threats
-
Hybrid warfare
-
Cyber attacks
-
Hypersonic, AI, Space, and Cyber conflict(s)
-
Disinformation
-
Radicalisation and extremism
-
Transnational organised crime
-
Energy security, climate change, pandemics and natural disasters
We aim to encourage collaboration, innovation and strengthen deterrence capabilities and confidence across the sector.
