Deterrence is the capability of applying preventative measures, that are specially designed, to prevent adversarial escalation of any nature, which may be to the detriment of peace.
NGOs have an important role to play when it comes to long term deterrence goals of peace and prosperity.
Modern, complex, and ever-evolving threats to public safety, security, peace and democracy are utilising modern culture, technologies, freedoms and generally taking advantage of globalisation.
