MIRA

MIRA is concerned with monitoring, intelligence, research and analysis. We focus on mastering the art of modern deterrence in theoretical, analytical and operational ways across the sector. We monitor current events and trends, prepare profiles, and analyse lessons learned, in order to issue well supported recommendations.

In addition, analytical findings guide the planning and preparation of cutting-edge training programmes, short courses, conferences, symposia and workshops on deterrence and its modern applications and implementations.

The current focus of MIRA is, inter alia:

  • Kinetic conflict perpetuated by state actors

  • Adverse non- state actors (including terrorist organisations)

  • CBRN threats

  • Hybrid warfare

  • Cyber attacks

  • Hypersonic, AI, Space, and Cyber conflict(s)

  • Disinformation

  • Radicalisation and extremism

  • Transnational organised crime

  • Energy security, climate change, pandemics and natural disasters

MIRA has two sub-divisions: Deterring State Actors and Deterring Non-State Actors.

POLICY AND PLANNING UNIT

As we monitor policy developments, we provide advice on deterrence applications and implementations within interoperability realms. We also consult on doctrine, innovation and developing standards.

We bring clarity, insight and multidisciplinary approaches at the planning stage of capability requirements and development efforts.

The research and analytical findings from MIRA feed into the policy unit.

We foster and encourage multi-agency, cross-departmental and international programs that support public services and contribute towards provisions of local, regional, domestic and global security and justice.
